Enforcement action hits for rubbish in gardens

Published: 13/05/2026
Rubbish In Street

We want all tenants to be part of a safe, clean neighbourhood that’s a happy place to live in. That’s why it’s important to be a good neighbour, keep your home tidy and follow the conditions of your tenancy agreement.

All tenants are required to keep their gardens from free rubbish, and we take reports of messy gardens seriously.

In a recent case we issued several warnings to a tenant to remove rubbish in their front and back garden, but the rubbish wasn’t cleared. This led to a Community Protection Notice being issued under the Anti-Social Behaviour, Crime and Policing Act 2014, the tenant being taken to court and ordered to pay £880 in fines.

We know that sometimes tenants struggle with the upkeep of their gardens, and we work with colleagues at Barnsley Council to provide support. However, where tenants can keep their garden tidy, but don’t we promptly investigate and address this.

Dave Fullen, Executive Director of Customer and Estate Services, said: “Everyone has a responsibility to do their bit to keep estates clean and tidy. When any type of anti-social behaviour is reported to us, we take it seriously as we know the impact this can have on other residents in the neighbourhood.

“Where tenants need help, we’re more than happy to provide it, but deliberate breaches of the tenancy agreement has very real consequences. This is so we can make sure that our estates are safe, clean and welcoming places to live in.”
